Can i apply for permanent resident to Study in USA?

I am Malaysian , i am going to study in USA, but it is very expensive for international tuition fee. My sister is the PR at United States with her US-citizen husband. Can i apply for the Green Card and study in United Stares? it is possible to get the same tuition fee with US-citizen? Thank you for your respond.
