Is this the main reason Haiti is so poor?

Haiti has problems from all sides; far more than their share of natural disasters, corrupt government and gangs who have taken over, then you have the kidnappers, corrupt police and a people who are intimidated into silence. s, mutilations, murders are rampant everywhere and no one is safe, from babies to elderly, it is a country in chaos and anarchy reigns supreme; hopefully all this aid from all over the world will set some semblance of order eventually and will become permanent, if any country needs a break, it is Haiti, the most beleaguered country in the world.
